HarbourMaster

A person who, whatever may be his local title of office, is the principal person that normally exercises jurisdicution at a place add in ways that meet the following criteria:

  • That the jurisdiction is exercised over the water area of a port or port approach;
  • That in the exercise of this jurisdiction he should possess an authority conferred on him by national law, regulation or rules;
  • That the duties should encompasse a legal and/or operational responsibility for the movement of shipping; and
  • That the duties should involve him significantly in ensuring that shipping movements within the area of jurisdiction are carried out safely
